Declared for future use. The driver's native dc-failover mechanism (used to implement FailoverPolicy.RETRY_REMOTE_DC, GH #58) has no artificial pre-failover delay concept — once local-DC nodes are exhausted for a request, eligible remote-DC nodes are used immediately — so this value is not currently read anywhere.
